When at the main menu, enter the given D-pad and button presses and a window should pop up giving some sort of cheat code confirmation. You MUST enter the cheat every time you boot up the game to make them work:

Unlock Campaigns
Campaigns are unlocked after completing the mission in the stated campaign:
Klingon Campaign - Unlocked after completing Mission 15 in the Federation Campaign
Unlock Ships
You can unlock ships (for the Skirmish and Multi-player modes) by completing the following missions in either Federation or Klingon Campaigns:
Romulan Dreadnaught - Mission 3 (Klingon Campaign)
Orion Destroyer - Mission 6 (Klingon Campaign)
Orion Heavy Cruiser - Mission 9 (Klingon Campaign)
Gorn Light Cruiser - Mission 12 (Klingon Campaign)

Romulan Frigate - Mission 3 (Federation Campaign)
